CHIEF DEPUTY STATE AUDITOR
Salary Grade: 86
Description of Work
This position is responsible for coordinating all operations and
activities of the Department, both administrative and technical, which are necessary
to support the total mission of the State Auditor's Office. The Chief Deputy is,
by statute, authorized to perform all duties pertaining to the office as delegated
by the State Auditor. Work involves management and coordination of department operations
relating to the audit process, and general administrative services. The Chief Deputy
formulates department policies and procedures and provides direction to division
managers to assure the policies and specific decisions of the State Auditor are
carried out as directed. Employee delegates responsibilities, as necessary, to insure
all work is accomplished.
The Chief Deputy serves as a liaison between the Department and other
state agencies, assisting in negotiating and resolving inter-agency and inter-departmental
problems. The Chief Deputy is the Department's chief contact with the Legislature.
Employee coordinates responses for information from the General Assembly and actively
promotes and represents the views of the Department before that body. The Chief
Deputy coordinates the State Auditor's "Hotline" and refers allegations for follow-up.
The Chief Deputy works under the general direction and review of the State Auditor.
Examples of Duties Performed
- Confers, as needed, with the State Auditor to discuss office
activities and to seek policy guidance and direction.
- Confers daily with the Deputy State Auditors to discuss any audit
problems, personnel problems, need for guidance or direction in any area.
- Provides guidance and directs the course of action as required.
- Submits recommendations to the State Auditor on special requests
or assignments requiring the State Auditor's direct involvement.
- Confers with the Budget Officer on any matter requiring guidance
or direction.
- Reviews the budget process and insures adequate funding is provided
for all department programs.
- Develops office policy and procedures as necessary to insure
an efficient operation.
- Oversees the activity of the State Auditor's "Hotline" and refers
allegations for follow-up.
- Receives requests for information from the General Assembly and
directs follow-up responses.
- Promotes and represents the Department's interest before the
Legislature.
- Participates in discussions to resolve inter-agency and inter-departmental
problems.
- Reviews staff evaluations and personnel proposals and makes recommendations
to the State Auditor.
- Delegates responsibilities, as necessary, to insure all work
is accomplished.
- Performs special duties and projects specifically assigned by
the State Auditor.
Recruitment Standards
Knowledge, Skills and Abilities
- Thorough knowledge of governmental accounting practices and auditing
standards.
- Thorough knowledge of the principles and practices of public
administration.
- A complete understanding of the workings of state government.
- Ability to make decisions on major organizational or policy issues
and on issues of sensitive impact to the Office or other state agencies.
- Ability to communicate effectively, to express the opinion of
the Office and to respond to inquiries from government managers, legislators, and
the public or the news media.
Minimum Education and Experience
Graduation from a four-year college or university with a major in
accounting, business administration, law or allied area, economics, or finance and
with six years of supervisory and administrative experience in government, business
or industry involving significant decision-making authority in directing agency
financial operations; or an equivalent combination of education or experience.
